Concern Shown to Refugees and Internally Displaced Persons by the Government of Azerbaijan during Presidential Term of the Azerbaijan Republic President Ilham Aliyev (October 2003 through October 2008)
The ethnic cleansing policy led Armenia into a planned military aggression against Azerbaijan, which was implemented in 1988 through 1993, forcing about one million of refugees and internally displaced persons (IDPs) to leave the native lands of their ancestors. Their social protection and life standard improvement tops the priority list of the country's government and personally that of Azerbaijani President Ilham Aliyev, who, in the past 5 years, has successfully implemented political course of the country's national leader Heydar Aliyev by paying paramount attention to, continually expressing high concern for, and taking consistent measures in order to benefit this priority area.
The following international events have been arranged in Azerbaijan with the view of promoting the global community awareness of the problem:
An International 'The 10-Year Anniversary of Humanitarian Activity in Azerbaijan: Influence, Acquired Experience, Future Perspectives' Conference - held on February 17, 2004, to highlight the activity of international humanitarian organizations - was participated by Mr. Ilham Aliyev, who delivered a speech whereby he, once again, emphasized the priority nature of the refugees and internally displaced persons issue for the country.
A seminar - held on July 4, 2005, in the city of Baku and devoted to "Displaced Population of South Caucasus" - was participated by Mrs. Ruth-Gabi Vermot Mangold, Chairwoman of the Council of Europe Parliament Assembly Refugees Committee.
On April 13, 2006, the Council of Europe Parliamentary Assembly Committee on Refugees, Migration and Population - based on the report reflecting on a series of meetings a group of representatives, headed by a Latvian Member of Parliament Mr. Chilevichin, had with displaced inhabitants of tent camps, railway freight cars, hospitals and newly-built refugee settlements -adopted a declaration "On Displaced Persons in Azerbaijan, Armenia and Georgia", in compliance with identically entitled explanatory memorandum.
To inform the international community about the ongoing Armenian-Azerbaijani conflict, upward to 300 meetings were held with representatives of foreign humanitarian, development and financial institutions in 2004 through 2008; foreign diplomats visiting in Azerbaijan and representatives of significant international organizations officially visiting the country made over 150 trips to the areas of refugees' temporal settlement.
On April 3, 2006, the President of Azerbaijan Republic Mr. Ilham Aliyev gave an audience to Yakob Kellenberg, Director of the International Committee of the Red Cross, who was accompanied by a group of committee delegates.
On July 25, 2006, the President of Azerbaijan Republic Mr. Ilham Aliyev met with a group of the UN World Food Program representatives, headed by the program Executive Director James Morris.
On April 26, 2006, the President of Azerbaijan Republic Mr. Ilham Aliyev, while on his trip to the USA, met with representatives of American non-governmental organizations that are active in Azerbaijan. During the meeting, participant representatives of "SOROS" Foundation, "Human Rights Watch", "Freedom House", "IREX" and "National Democracy Institute" have clearly pointed to the availability of necessary conditions in Azerbaijan that provide for a success story of their non-governmental organizations in the country.
On August 17, 2006, the President of Azerbaijan Republic Mr. Ilham Aliyev met with a group of UNHCR representatives, headed by UNHCR High Commissioner Antonio Guterres.
On April 2, 2007, the President of Azerbaijan Republic Mr. Ilham Aliyev met with a group of UN representatives, headed by Walter Kalin, the UN Secretary-General Representative on the human rights of internally displaced persons.
During their official visit to Azerbaijan, the Council of Europe Chairman Terry Davis, former Secretary-General of the Council of Europe Walter Schwimmer, the UN High Commissioner for Refugees Ruud Lubbers, director of the OSCE Bureau for democratic institutes and human rights (BDIHR) Christian Shtrohal, director of the International Committee of the Red Cross Yakob Kellenberg, Director General of the International Organization for Migration Brunson McKinley, the UN World Food Program Executive Director James Morris, UNHCR High Commissioner Antonio Guterres, the UN Secretary-General Representative on the human rights of internally displaced persons Walter Kalin, Co-chairmen of the Minsk Group, etc., met with internally displaced persons in the areas of their temporary residence.

In the aftermath of their visits, the UN World Food Program Executive Director James Morris and UNHCR High Commissioner Antonio Guterres gave a press-conference, where they stated that "the activity the Azerbaijani President undertakes for the benefit of the country's refugees and internally displaced persons, including his cooperation with international humanitarian organizations, serves as a good example for most of the countries in the world. We enjoy a high-level cooperation with the Azerbaijani government."
Three large-scale events - participated by the country President as well as representative leaders of Azerbaijani diplomatic corps and consulates functioning abroad - have been held by the Ministry of Foreign Affairs with the view of releasing comprehensive information on the problems faced by refugees and displaced persons while importantly emphasizing a need to identify the obstacles to public awareness promotion in places of their duty.
The country President Mr. Ilham Aliyev ordered a book to be written highlighting all the relevant activities conducted in this area; the book has already been successfully published in 4 different languages. A 52-minute full-length 'Desire for Native Lands and Inextinguishable Hopes' movie has been filmed - highlighting the conflict's historic roots, revealing problems faced by refugees and displaced persons as well as relevant activity currently undertaken to solve these problems - and telecasted on all TV channels. Also, a 10-minute short movie - filmed to exhibit newly constructed settlements for internally displaced persons - has been rendered into 7 different languages in order to be popularized in other countries. Moreover, the Committee's trilingual website has recently been completed and made operational.
It must be noted that the Heydar Aliyev Foundation, too, constantly pays attention to the issues pertaining to refugees and internally displaced persons, seeking to solve them and make the outside world aware of their existence.
An Internet portal entitled 'Azerbaijan' has been established at the initiative of Mrs. Mehriban Aliyeva - the Heydar Aliyev Foundation President, UNESCO and ISESCO Goodwill Ambassador and member of the National Assembly - to post and make available large volumes of data concerning Azerbaijan. While posting information on Armenian-Azerbaijani Nagorno-Karabakh conflict, the Khocali genocide, relevant information explaining Armenian aggression and providing response to Armenian-propagated false claims, the Internet portal is instrumental in providing the means whereby global community can be closely acquainted with Armenian atrocities. Alongside this, the Heydar Aliyev Foundation, during the annual Khocali genocide commemoration period, holds photo exhibitions in various countries of the world featuring genocide victims, issues international press publications and articles pertaining to the genocide and holds exhibitions featuring art works produced by the official 'Seen by the Eyes of the Children of Khocali' competition participants. Every year, in the month of September, the Heydar Aliyev foundation grants gifts in the form of school supplies to the first graders that come from refugee and displaced families; consistently occurring meetings with refugees and internally displaced persons in their temporal housing facilities comprise yet another specific token of attention they receive.
On August 24, 2005, the UNESCO Goodwill Ambassador and President of the Heydar Aliyev Foundation Mehriban Aliyeva along with Koichiro Matsuura, former Director-General of UNESCO, held a round table discussion entitled 'UNESCO-Azerbaijan: Bridge into Future,' turning this event into a means of spreading information about the conditions of displaced persons.

At the initiative of Mrs. Mehriban Aliyeva - the Heydar Aliyev Foundation President, the first Lady of Azerbaijan, UNESCO and ISESCO Goodwill Ambassador and member of the National Assembly - the Heydar Aliyev Foundation holds annual New Year festive celebrations in the Gulustan Palace for children from orphanages, boarding schools, martyr, refugee and displaced families, orphans, those divested of parental care and children with learning disabilities.
