PROJECTS,
that were carried out, or are supposed to be realized together with international humanitarian organizations and financial structures

By the decree of the President of the Republic of Azerbaijan of December 6, 1999 Fund of social development of IDPs was organized. At the expense of the preferential credit at the amount of 10 million US dollars, allocated by the World Bank through this Fund to our country with the purpose of solving the social problems of IDPs, infrastructure improvement, and opening new workplaces, of 153 different micro projects, of which have taken advantage more than 150 thousand IDPs, and more than 6 thousand natural persons – IDPs were given micro credits.

Today, considering the importance for the continuation of the above-mentioned issues, corresponding work on the allocation of certain preferential financial assets by the World Bank, the Asian Bank of Development and the Islamic Bank of Development is carried out.

Today in our republic operate 72 international, 32 local humanitarian organizations engaged with the solution of refugee and IDP problems. The projects carried out during last years through these organizations, and directed, basically, to the development, and are compiled and carried out directly by these organizations. Exemplary condition is created in our country for absolutely free and transparent activity of these organizations. And according to the Decision of the Parliament of the Republic of Azerbaijan of December 3, 2004, even in the low of the Republic "On social insurance " was made alterations according to which, in the frame of humanitarian programs, sponsored by donors – countries, organizations and private Companies, international, local humanitarian organizations and the organizations of development founded by them are released from payment of the state obligatory social insurance fee considered for the fund of salary,.

Humanitarian aid at the amount of more than 640 million US dollars is made to the republican commission on international humanitarian help, created by the Order no. 144 of the President of the Republic of January 15, 1995 by international and local humanitarian organizations and the organizations of development founded by them under different projects, rendering humanitarian help to refugees, IDPs and the needy population. For last 12 years by the international humanitarian organizations operating in Azerbaijan, were constructed up to 4 thousand refuges where IDP families are lodged, and the public buildings where 20 thousand IDPs are temporarily settled were also repaired by them.

In 1999, on the basis of the appeal of our national leader Haydar Aliyev to the General Staff of the World Food program of the United Nations Organization, the term of the activity of this organization in Azerbaijan is prolonged up to the end of 2005, as an exception.

On the basis of the agreement reached in 1997 during a trip of the national leader of our people, Haydar Aliyev, to Italy, the grant at the amount of 2,2 million US dollars was allocated for the project "Displaced persons and the forced migrants in Azerbaijan" by the Italian company "ENI" . At the expense of these means on basis of the tripartite contract signed in November, 1999 between the government of Azerbaijan, the joint company "ADJEEP Azerbaijan", Italian company " ENI " and the UN high Commissariat for refugees, 253 houses and corresponding social objects for 234 IDP families is constructed in Khanlar area, as well as 124 houses and social objects for 110 families in Beylagan area, and water-pipe lines for the use of 5600 persons in 35 settlements in winter pastures of Lachin area (Takhta Korpu) and Aghjabedi area.

Within the limits of the project "Help for IDPs settled in Mingachevir", financed by the Japanese Fund for poverty reduction, through the Asian Bank of Development, a new settlement for 412 IDP families is constructed in Mingachevir.

With the initiative of the President of the Republic of Azerbaijan, Mister Ilham Aliyev, a settlement for 100 families is being constructed in Saatly area at the expense of the Greek Company “Contractors International Company” (CIC), which carries out the construction of the Azerbaijan sector of the BTC pipeline.

It should be mentioned, that the nonstructural position of Armenia, the inactivity of international organizations, double approaches to the decision of the conflict has caused the peaceful resolution of the conflict to be prolonged, and, therefore, year by year donors considerably reduce the size of the means allocated to our country, and a number of international humanitarian organizations leave our country.

It is also connected also connected with the fact that for last years Azerbaijan has entered a stage of wide economic development, the level of poverty is considerably reduced and the well-being of the population is considerably improved.

In 1994-1995 the amount of the means annually spent for projects, carried out by international, local humanitarian organizations and the organizations of development founded by them was 70-75 million US dollars, in 2004 the size of these means was about 34 million US dollars. But considering the means allocated by the State Oil Fund, last year the charges of the government on this sphere came to 120 million US dollars.

In 2001 a number of the international organizations have ceased the realization of food assistance programs to refugees, IDPs and the needy population. However, the void has been eliminated by the corresponding orders of the country leader, and at present 146 thousand IDPs are monthly provided with food at the expense of the budgetary funds.

The international humanitarian organization " The World food program " of the United Nations, the only body rendering monthly food aid to 135 thousand IDPs, temporarily populated in 23 towns and areas of our republic, from the beginning of current year, in connection with lack of donor means, has suspended distribution of the grant as well.

The Azerbaijan state temporarily, for 2-3 months, has undertaken the solution of the problem, and corresponding work directed to the continuation of the activity of this organization is conducted.

As the humanitarian position of refugees and IDPs is still complicated, the level of poverty among them is high, undoubtedly, it is impossible to solve all the problems without the help of international community, the donor countries and financial structures.

7 of International Humanitarian Organisations represent UN, 32 of them the US, 23 of them represent the Europe countries and international organizations, and 7 of them represent East countries.

In 2004 – 2006 different projects in the sum of 95 million USD have been carried out for refugees, compelled immigrants and not enough – provided families by the same organizations in different directions.

At present monthly food aid is determined for 130 thousand compelled immigrants by the Internatinal Humanitarisn Organization “Universal Food Program” of the UN. According to the decision accepted by the organization by the request of the head of the state the validity period of this program has been prolonged and the cost of it amounts to 15 million USD (3 million dollars is a share of the Azerbaijan Government)

In accordance with New State Program at present proper state bodies, international financial organizations, UN agencies, international humanitarian organizations work together on the project " Greater Repatriation " (the Big Returning)
