Actions Taken As a Result of Cooperation with Donor Countries, International Humanitarian Organizations and Financial Institutions

-Continuation of humanitarian aid to internally displaced person via international humanitarian and development organizations must remain a priority.

-This is not the issue of state or international humanitarian organization only. Each citizen of Azerbaijan is liable and obliged to help refugees and internally displaced person. Because they are the people suffering from unjust aggression and living in worst conditions. They have lost their native lands and their problem is also, our own problem.

-Establishments and structures functioning in Azerbaijan must definitely help humanitarian organizations. Because we can achieve our goals together only.

Extraordinary humanitarian aid rendered during last period had a very great and special importance. Together with the successive measures taken by state during this period of time, humanitarian crisis was partially eliminated due to hard work of donor country, international financial institutions, humanitarian and development organizations rendering humanitarian aid to Azerbaijan and at present the projects are directed mainly to sustainable development.

Appropriate regulatory framework was established in this field in accordance with international standards assuring that activity of international and local humanitarian agencies and also, development organizations established by these agencies are coordinated from common center and completely transparent, mutual and exemplary cooperation enviroment is created.

On 18 May 2000 the international conference “Development Problems and Strategic Directions” was held in Baku with the participation of the national leader of Azerbaijani people Heydar Aliyev. The national leader of Azerbaijan people Heydar Aliyev had made a speech in that conference and stated that the refugee and IDP problem was the number one problem in Azerbaijan. He also stated his gratitude to the humanitarian organisations for their work in this sphere. The strategy of Azerbaijani government’s shifting from humanitarian aid to the development had been announced at that conference.

In his speech at the international conference held on the subject of “10 Year Humanitarian Activity in Azerbaijan: Effect, Gained Experience, Future Directions” held at Gulustan Palace on February 17, 2004, Mr. Ilham Aliyev, President of the country once more emphasized that the problems associated with refugees and internally displaced person were priority for the country, gave concrete tasks to relevant state authorities for giving attention to their problems and assuring efficient activity of international humanitarian and development organizations functioning in this area in our country saying that humanitarian catastrophe could have led to very bitter consequences, if there had not been critical activity of international organizations at the beginning of 1990s.

In his speech at the conference, Mr. Ilham Aliyev also, noted that today Azerbaijan’s main problem is occupation of 20 percent of lands by Armenia and about one million refugees and internally displaced person. This remains a number one problem of the country. Continued various types of humanitarian aid to internally displaced person together with other development programs by international humanitarian and development organizations, besides the measures taken by state must remain a priority.

The Speech of the President of the Republic of Azerbaijan Mr. Ilham Aliyev at the international conference on the topic of “10 Year Humanitarian Activity in Azerbaijan: Effect, Gained Experience, Future Directions” dedicated to 10 year anniversary of international humanitarian organizations held on February 17, 2004.

-A workshop was held on the topic of “Internal Displacement in South Caucasus” on July 4, 2005 with the participation of Mrs Ruth-Gaby Vermot-Mangold, Chairperson of Supreme Committee for Refugees of Parliamentary Assembly of Council of Europe.

An appropriate resolution was adopted on the basis of explanatory memorandum titled “Refuges and Internally displaced person in Azerbaijan, Armenia and Georgia” at Committee on Refugees, Migration and Population of Parliamentary Assembly of Council of Europe on April 13, 2006 based on report developed by delegation headed by Mr. Cilevic, Latvian Parliamentary following meeting with internally displaced person at tent camps, railway carriages, dormitories and newly constructed settlements.





Over 1200 meetings were held with the representatives of foreign countries, international financial institutions, humanitarian and development organizations, over 900 visits of diplomatic representations of foreign countries in Azerbaijan, delegations of reputable internaktional institutions officially visiting out country were arranged to densely populated temporary settlements of internally displaced person during 2004-2017 for the purpose of bringing Armenian-Azerbaijan, Mountaneous Garabagh Conflict to notice of international community.

  -Mr. Ilham Aliyev, President of the Republic of Azerbaijan received the delegation headed by James Morris, Executive Director of UNO World Food Program on July 25, 2006 
During the visit to USA on April 26, 2006, Mr. Ilham Aliyev, President of the Republic of Azerbaijan met with the representatives of US non-governmental organizations operating in Azerbaijan. In that meeting, where representatives of “Soros” Fund, “Human Rights Watch”, “Freedom House”, “IREX” organizations and National Democratic Institute were present, representatives of non-government organizations noted that all conditions had been created for activity of non-government organizations in Azerbaijan.

President of the Republic of Azerbaijan Mr. Ilham Aliyev received the delegation led by minister of the IDPs from the Occupied Territories, Accommodation and Refugees of Georgia David Darakhvelidze on June 10, 2013.

Pursuant to Decree of the President of the Republic of Azerbaijan, dated January 15, 1995 and State Program approved by the Decree, dated July 1, 2004, activities of international, local humanitarian agencies and development organizations established by them are coordinated by the Department on Problems of Refugees, Internaly Displaced People and Migration of the Apparatus of the Cabinet of Ministers in coordination with Republican Commission on International Humanitarian Aid.

Republican Commission on International Humanitarian Aid established by relevant Decree of President of the Republic of Azerbaijan directs its activities to detailed period analysis of social problems of refugees, internally displaced person and economically disadvantaged families in our republic, investigation of important issues causing serious concern jointly with relevant state agencies, international humanitarian and development organizations, donor country and financial institutions, definition of solutions of these issues and taking expeditious measures. At present, various projects are being implemented in connection with solution of social problems of refugees, internally displaced person and economically disadvantaged families with the help of 20 international, 24 local humanitarian and also, relevant development organizations activities of which are coordinated with that Commission.

 Exemplary conditions have been created for independent, free and transparent activities of these organizations. This, first of all, is the opinion of the heads of international financial institutions, donors, humanitarian and development organizations operating in Azerbaijan. Commission assures that analyses and discussions are held and priorities are set jointly with relevant state authorities, international, local humanitaries agencies and development organizations established by them for the purpose of taking immediate measures for state registration of those organizations, settlement of visa, taxation and other issues, improvement of livelihood and solution of social problems of refugees and internally displaced person over one million, including population of those areas.

During 1993-2014, separate states, financial institutions, international humanitarian and development organizations rendered aid in the amount of 970USD approximately in connection with social protection of refugees, internally displaced person and economically disadvantaged families within various – food, non-food, education, health, income generation, community development, micro-credit, etc. – humanitarian and development projects based on the data provided by these organizations.

14 non-bank credit organizations established during 2000-2002 by international and local humanitarian organizations have taken concrete measures among refugees and internally displaced persons for development of small and medium sized entrepreneurships, raising employment and creating new placed of employment. A service was rendered to over 200 thousand active customers during 2000-2010 by those organizations, which have a credit portfolio in the amount of 200 mln. USD approximately.

12 tent camps, 16 finnish type settlements were constructed, 8000 houses of simple stone and raw bricks were built for internally displaced persons, 160 thousand refugees and internally displaced persons were involved in income derivation and community development programs, 700 private houses were repaired or restored, 600 public buildings were repaired, additional rooms were constructed and necessary equipment and training aids were provided for 470 schools and health facilities at the territories of Fuzuli and Agdam regions freed from occupation, community development, agricultural, educational, health, micro-credit, income earning, vocational education, development of civil society, infrastructure restoration and other projects were implemented with a support from international humanitarian organizations.

“Village Development and Food Supply Capacity Building for IDPs Settled in Newly Constructed Settlements of Agdam Region” financed byswiss government and implemented by UNO Food and Agriculture Organization(FAO)was Implemented in 2 phases.
Total cost of 1st phase was USD 664.000 (Azerbaijan government’s share was USD 61.000), while total cost of 2nd phase covering the years 2009-2012 was USD 1.750.000 (Azerbaijan government’s share was 255 thousand USD). 3100 families, 13 thousand persons benefited from this project.

Measures Taken with respect to Improvement of Living Conditions and Employment Opportunities of Internally Displaced Persons by IDP Social Development Fund

(IDPSDF) and World Bank

 Primary duty of IDP Social Development Fund  established by the decree of President of the Republic of Azerbaijan, dated December 6, 1999 is to help improve infrastructure and living-domestic conditions at temporary IDP settlements, open jobs for IDPs and assist in developing small businesses.


Fund establishes its activities in coordination with central and local executive authorities, international and local non-government organizations, conducts public inquiries, analyses and surveys at the areas densely populated by IDPs, makes proposals, develops forecasts, helps develop multi-directional community micro-projects , evaluates those projects and assures development and realization of project-tender documents considered expedient.

Supervisory Board, the Supreme Management Body of IDPSDF includes the representatives of donor organizations as well as government of Azerbaijan, international and local non-government and private organizations.

USD 7 million out of soft loan in the amount of USD 10 million (Azerbaijan government’s share was USD 0.7 million), the first tranche allocated for the government of Azerbaijan by World Bank under “IDP Economic Development Support Project” during 2001-2005 was spent on restoration of infrastructure for the purpose of improving living conditions of IDPs and USD 2.1 million was spent on allocation of micro-credits for opening new jobs.

Project was completed successfully, 192 various community micro-projects were Implemented for the benefit of maximum 170 thousand IDPs in 30 towns and regions and 1670 legal and 10687 physical persons received credits.

In accordance with new Loan Agreement with the total value of USD 12.6 (USD 11.5 million was WB soft loan, USD 1.1 million Azerbaijan government’s share) executed between World Bank and Government of Azerbaijan for continuation of the project, 168 micro-project benefiting 110 thousand persons (80% was IDPs) was carried out by IDP Social Development Fund.

New Project Agreement covering the the period of 2009-2011 was executed between International Development Association (World Bank) Azerbaijan government on May 15, 2008 for the purpose of “Additional Financing for IDP Economic Development Support Project”. The project with total cost of USD 24.19 millon consisted of USD 15.0 million World Bank loan and USD 8.69 million Azerbaijan government’s share.

New Loan Agreement on IDP Living Conditions and Income Potential Support Project in the value of USD 78 million (USD 50 million of which is the loan allocated by WB, USD 28 million is Azerbaijan government’s share) was executed on November 10, 2011 between World Bank and Government of Azerbaijan.
In general, IDP Social Development Fund of the Repubic of Azerbaijan has implemented 550 various micro-projects in the value of AZN 32 million during last 10 years benefiting 325 thousand persons under the Loan Agreement (IDP Economic Development Support Project) executed between World Bank and Azerbaijan Government. 83% of beneficiaries are IDPs.
Under the same project, also, 10.8 thousand IDPs were provided with a micro-credit in the amount of AZN 7.7 million during 10 years and 50 thousand IDPs benefited from these programs.
101 community micro-projects were Implemented, 242 IDP youths completed various vocational training courses, 14 sport complexes were constructed, 22 computers were supplied, 16 youth entertainment and 13 in-house education centers and 1 electronic library were established at the expense of grant funding in the amount of USD 2 million allocated by Japanese Social Development Fund within “Azerbaijan: IDP Youths Support Project”  executed between World Bank and Azerbaijan government in 25 new settlements constructed for internally displaced persons.
